Change of direction for Moray Council corporate leadership

Moray Council has approved a new internal management structure designed to strengthen strategic leadership and improve service delivery. The restructure is being delivered within the council’s existing budget.

Following a comprehensive management review, a transition period will now allow the new structure to be in place from 1 September 2025. This will include recruitment to posts at Executive Director, Head of Service and Service Manager levels, some of which have been vacant until the review concluded. These posts will be advertised externally on myjobscotland over the summer.

The changes aim to increase capacity to drive forward transformation at pace. The strengthened executive team will focus on providing strategic leadership to allow more collaborative and responsive working practices. Empowering managers to evolve their services is also a key focus of the new structure.

Council Leader, Cllr Kathleen Robertson, said: “This restructure is about making sure we have the right leadership in place to guide Moray through the challenges ahead. We’re doing this within the budget we’ve already set, using our resources more effectively. This new structure will help us deliver better outcomes for our residents and communities.”

The changes follow advice from an independent management adviser and were approved after consultation with staff and councillors. The council emphasises that no salary increases are involved and the focus remains on delivering best value for the people of Moray.

The new leadership structure will be phased in over the coming months, with updates provided to staff and the public as implementation progresses.

Chief Executive, Karen Greaves BEM, added: “I appreciate the effort that has been put into the restructure to date and the challenging circumstances for those involved. Change of any kind is unsettling and I’m grateful for the dignified way those impacted have engaged with the process. In challenging financial circumstances, the new structure will shift the focus to provide customer centred services, making the best use of technology and look at innovative approaches to how we work. It will also help us support and develop our workforce and create the right working environment for staff to deliver better outcomes for our communities.

“The next phase of the review will see the transition of services across the council into this new structure. Members of the public shouldn’t be negatively impacted by any of these changes and, in time, can expect improved service delivery as a result of them.”
