Council backs regeneration funding bids for Moray Athletics Hub and St Giles Centre site
Moray Council has approved its role as lead applicant for two additional bids to the Scottish Government’s Regeneration Capital Grant Fund (RCGF) for 2027/28.
Councillors endorsed submission of Stage 1 applications for the proposed Moray Athletics Hub in Elgin and works relating to the St Giles Shopping Centre area.
The Moray Athletics Hub would see a new six-lane athletics track and field event facilities developed on land next to Moray Sports Centre at Linkwood Road, Elgin. The project has an estimated cost of £2.2 million, with £632,313 requested from the RCGF. £1 million of match funding has been confirmed through the Elgin Pride in Place Programme with the Elgin Neighbourhood Board leading on the athletics track project.
The works relating to the St Giles Shopping Centre redevelopment has an estimated overall project cost of £38.27 million, with £1 million sought from the RCGF for 2027/28 for initial stages of work.
The two projects join previously approved submission of Stage 1 applications for the Leanchoil Hospital Regeneration Project and Dufftown Clock Tower. In total, the four Moray projects are seeking £4,746,560 from the RCGF for 2027/28.
Cllr Amber Dunbar, Depute Leader of Moray Council said: “These applications are an opportunity to secure significant external investment for projects which could support regeneration and improve facilities for communities in Moray.
“Our approval allows proposals to be considered through the next stage of the funding process. It’s important to be clear that there is no commitment at this point for the Council to deliver the projects or provide match funding. If either bid progresses, the implications will be considered fully before any further decisions are made.”
Submission of the Stage 1 applications does not commit to project delivery, match funding or any other direct financial contribution. If either proposal is invited to Stage 2, its financial, legal, property, staffing, risk and governance implications will be considered through the appropriate Council process before a further application is submitted.
