Moray Council approves Housing and Property Services Plan

Moray Council has approved a new three-year plan aimed at improving housing services, supporting tenants and helping families move out of homelessness more quickly.

The Housing and Property Services Plan 2025–2028, agreed today by the Housing and Community Safety Committee, outlines the council’s main priorities for housing over the next three years.

Key goals include reducing the time children and families spend in temporary accommodation; improving the quality and energy efficiency of council homes; providing better support and services for tenants.

The committee also reviewed last year’s progress, which included more affordable homes being delivered and positive feedback gathered through the 2024 Tenant Satisfaction Survey.

It was recognised that challenges, like delays to housing repairs and energy upgrade work remain and will be addressed as part of the new plan.

Chair of Moray Council’s Housing and Community Safety Committee, Cllr Amber Dunbar, said: “This plan gives us a clear and realistic path to both build on the progress being made and to tackle the challenges ahead. By focusing on key areas like homelessness and housing quality, it will make a meaningful difference for tenants and communities across Moray.”

The plan will be reviewed annually to ensure progress is being made and to adapt to any new challenges.
