Moray Council approves Infrastructure, Environmental, and Transport Investments for 2025/26

Moray Council has approved a comprehensive programme of strategic investments for the 2025/26 financial year, focusing on transportation, environmental protection, and infrastructure resilience.

The council is committing over £5 million across critical services to improve quality of life, safety, and sustainability for residents throughout the region.

Key transportation initiatives include £5.5m allocated for home-to-school transport to support over 2,500 pupils, the continued operation of the m.connect bus services, and significant road safety measures, including £247,000 for traffic improvements and £175,000 in resurfacing and upgrades on the A98 and A940.

Sustainable travel also receives a major boost, with more than £600,000 Scottish Government funding for active travel infrastructure, including footway improvements, new cycle paths, and active travel bridge design work in Buckie.

The council is also investing heavily in harbour maintenance and flood resilience, with over £1.2 million earmarked for flood defences, bridge refurbishments, and coastal protection works. Projects include repairs to the Tyock Burn culvert, structural works in Portknockie and Buckie harbours, and refurbishment of Elgin’s New Bishopmill Bridge.

In environmental protection, over £3.5 million will support waste and recycling services, open space management, and school catering. Of this, £1 million will fund landfill capping at Dallachy, while £2million is allocated to the construction of a new cemetery in Elgin. Additional funding will enhance local play areas and upgrade recycling infrastructure.

Chair of Moray Council’s Economic Development and Infrastructure Services Committee, Cllr Marc Macrae, stated: “These investments show our ongoing commitment to safe, sustainable, and well-served communities. From upgraded transport and safer roads to better parks and long-term environmental planning, we’re focused on delivering improvements that matter in people’s everyday lives.”
