Moray Council approves transformation of libraries, learning centres and heritage service

Moray Council has today (Wednesday 3 December) agreed a new operating model for its Libraries, Learning Centres and Heritage Service, ensuring all 11 library branches remain open while delivering a fairer, more sustainable service for communities across Moray.

The decision follows engagement with local user groups and reflects the Council’s commitment to maintaining vital library services that support education, wellbeing, and social inclusion. 

Key changes include: 

  • Retention of all 11 libraries: No closures – reaffirming the Council’s commitment to accessible library services for all communities. 
  • New tiered operating model: Opening hours will be standardised across branches according to usage and population, reducing the current 72% variation in hours and improving equity. 
  • Enhanced digital resources: Expanded e-book and e-audiobook services through BorrowBox, plus new access to Ancestry Library Edition and British Newspaper Archive. 
  • Innovation and engagement: Introduction of a gaming and e-sports hub at Elgin Library, improved marketing, and more activities for teenagers following community feedback. 
  • Community collaboration: Library user groups established in all branches to shape services and ensure local voices are heard. 
  • Future-proofing the service: Plans include exploring co-location opportunities and partnership opportunities to enhance our service operations. 

Council Leader, Cllr Kathleen Robertson, said: “We heard the public loud and clear when we consulted on this issue last year - libraries are at the heart of our communities. This transformation ensures they remain accessible and relevant, while making the service sustainable for the future. We’ve listened to feedback and, while not everyone will agree with all of the changes, we will continue to work with local groups to shape opening hours and activities.” 

Next steps: 

  • Public consultation on proposed opening hours will take place via Moray Engage and in-branch surveys – details will be confirmed in due course. 
  • Staff and trade union consultation will take place as part of the Change Management Plan. 
  • New opening hours and staffing arrangements will be implemented from March 2026. 

The transformation supports Moray Council’s priorities to tackle poverty and inequality, build thriving communities, and improve wellbeing. Libraries will continue to offer free access to books, digital resources, warm spaces, and community activities.
