Moray Council changes how Councillor expenses are published online for greater transparency and accountability

Moray Council has agreed to introduce a new system for publishing the details of elected members’ expenses online, both modernising the process and making it easier for the public to see how funds are being used.

While expenses have been published on an annual basis previously, from January 2026, all councillor expense claims will be uploaded to the Council’s Committee Management Information System (CMIS), where they can be viewed by anyone. This change follows a review of the Members’ Allowances and Expenses Scheme earlier this year, which highlighted the importance of openness and transparency. 

Under the updated process Councillors will submit claims using a revised electronic form; personal details, such as addresses and car information, will be removed before publication for security; the system will reduce the time spent responding to Freedom of Information requests, saving up to 40 hours of officer time each year. 

Cllr Kathleen Robertson, Leader of Moray Council, said: “We know that the public expects transparency when it comes to how public money is spent. Publishing expenses online in a clearer way aims to provide that assurance. This change will make the process more efficient and help build trust in the way we operate.”
