Moray Council details £4m spend in first part of 2025

At a meeting of Moray Council’s Corporate Committee today (Tuesday 26 August) details emerged of the £4.054m spent so far in the 2025/26 financial year on capital projects.

Included in the spend has been roads resurfacing; landslip, bridge and drainage works; as well as road safety improvements and street lighting upgrades up to £670,000. The first quarter of the year has also seen kitchen upgrades in schools as part of the universal expansion of school meals. Energy efficiency and industrial estate improvements made up some of the £31,000 spend on property and estates.

The delivery of planned ICT upgrades and replacements, including school computers, is on track with £75,000 of the £526,000 budget for the year invested already. Wider learning estate refurbishments and regeneration work is detailed in separate articles here and here.

A significant capital reallocation was also approved to support the expansion of a new cemetery in Elgin, ensuring timely delivery of the project.

Following a competitive procurement process, the total projected cost of the cemetery has risen to £2.75 million, prompting the council to allocate an additional £975,000 to ensure the project remains on track for completion.

Councillor Donald Gatt, Chair of the Corporate Committee, commented: “This year has got off to a positive start for our spending plans with upgrades to key infrastructure, refurbishments across our learning estate and support for community projects across Moray all featuring highly.

“The Elgin cemetery project is a vital investment in our community infrastructure. With the existing cemetery nearing capacity, this expansion ensures we meet future needs with dignity and foresight. With the Moray Growth Deal drawing down a further £1.5m we’re seeing rapid progress on our regeneration activity too.

“I look forward to seeing the remaining capital plans come to fruition to continue delivering efficient public services for our communities across Moray.”

The spending detailed is part of council’s broader Capital Plan for 2025/26, which has been revised to £51.056 million following early spending adjustments.
