Moray leads the way in flood risk management
Moray has become the first area in Scotland to complete all Coastal Adaptation Plans, marking a major milestone in the country’s efforts to manage flood risk and prepare for climate change.
The achievement is highlighted in Moray Council’s Flood Risk Management Mid-Cycle Report, which reviews progress on actions set out in Scotland’s second Flood Risk Management cycle (2022–2028). Despite national challenges with funding for new flood protection schemes, Moray has focused on maintaining existing defences, updating flood models, and delivering innovative solutions to protect communities.
Key achievements include:
- Scotland’s first Coastal Adaptation Plan – Moray has now completed plans for all coastal risk areas, setting clear triggers for action to adapt to rising sea levels and changing coastlines.
- Updated flood models – major schemes have been reviewed to ensure they continue to provide protection, with adjustments identified to address climate change impacts.
- Community resilience work – engagement events and property-level protection schemes have helped residents prepare for future flooding.
Moray Council’s leadership as the lead local authority for the Findhorn, Nairn and Speyside Local Plan District has ensured strong collaboration with partners including SEPA, Highland Council, and the Cairngorms National Park Authority.
While funding delays have slowed new flood protection projects across Scotland, Moray’s proactive approach means the area is better prepared for future challenges. The council will continue to push for investment in Cycle 3 projects and maintain its commitment to protecting communities.
The full interim report will be published on Moray Council’s website in December 2025.
