Moray’s Housing Land Audit reveals highest level of housing completions for five years
The 2024/25 Housing Land Audit (HLA) also identified an 11-year effective supply of housing land, with a total of 25 years established land supply.
As part of the Local Development Plan (LDP) delivery programme, local authorities are required to conduct an annual HLA that monitors housing completions and availability of land to ensure there is an ongoing effective supply of housing land.
Insights from this year’s audit show:
- 459 housing units were completed in the 2023/24 period, the highest completion figure across Moray in a five-year period.
- Rates are projected to continue to rise through to the 2027/28 period with a projected 644 units.
- The established land supply for the 2024/25 period has a capacity of 12,461 units, the largest capacity since 2020.
The purpose of the audit is to demonstrate the availability of land to meet strategic housing land needs for 10 years and as an information source for purposes such as school roll forecasts, transport infrastructure provision and healthcare.
Chair of Moray Council’s Planning and Regulatory Services Committee, Cllr David Gordon, said: “This audit is crucial for informing all council services of land availability for key strategic projects over the coming years. We also see from this year’s audit that our completion rate means our overall effective supply of housing is good and is being managed in a sustainable way.
“Housebuilding itself is an important part of Moray’s economic transformation and it’s fantastic to see a continued effective supply of housing land that can be used for a mix of housing types across the region.”
