Moray’s registration services move to council HQ
Moray Council’s registration services team is moving from 240 High Street, Elgin to the main council HQ building.
The service is responsible for the registration of births, deaths and marriages in Moray, conducts civil marriage ceremonies and manages local citizenship ceremonies. The team issues relevant certification and replacement certificates from their offices too.
The move is part of the council’s smarter working project and has been managed through the ongoing property review of council buildings and assets.
The service operates an appointment based system for registrations and collection of certificates or marriage paperwork. That arrangement will remain in place when they move to HQ from 11 November 2024. Telephone appointments can also be arranged for registration of births and deaths.
There will be a transition between weddings in the current building and the move to a dedicated marriage room in HQ with marriages already booked in given the option to use the new location in due course. The first citizenship ceremonies are due to take place in the council chambers on 19 September.

Council Leader, Cllr Kathleen Robertson, said of the move: “I’m delighted that anyone using the registration services will have a dedicated space in HQ for some of the most significant moments of their life.
“The move is being phased to make sure the team has all they need in place to carry out their crucial functions and to create the most effective access to the service. This includes moving citizenship ceremonies to the council chambers with immediate effect, which makes it all the more special for those who have chosen to make the UK their home. And a refurbished marriage room will create a lovely atmosphere for that most exciting of days for couples who are looking for a more intimate ceremony with up to 20 guests.
“Of course, our registration services look after people on both the most joyful and sorrowful occasions and will continue to do that with the utmost compassion and care.”
