
New literacy strategy launched to help children in Moray succeed
Moray Council has launched a new plan to raise literacy standards for all children and young people across the region.
Our Moray Literacy Strategy 2025–2029 has been developed to strengthen how literacy is taught and supported in Moray’s schools. Over the 2023–24 school year, a group of local teachers, school leaders, educational psychologists, community learning and development workers, librarians and education officers worked together to create a research-informed strategy. It builds on existing good practice and promotes a consistent, high-quality approach to teaching literacy.
The strategy focuses on four key goals: promoting evidence-based teaching methods; developing a high-quality curriculum; ensuring early intervention and high-quality assessment; and improving the use of data to track progress. These goals are supported by the four cross-cutting themes of partnerships; moderation; tracking and monitoring; and self-evaluation.
To help schools implement the strategy effectively, a Good Practice Guide has been produced offering practical examples of good teaching, assessment tools, planning templates, and interventions.
Chair of Moray Council’s Education Children’s and Leisure Services Committee, Cllr Kathleen Robertson, said: “The Our Moray Literacy Strategy 2025–2029 puts literacy at the heart of every young person’s education. Strong literacy skills are vital for learning, wellbeing and future success, and we want every child in Moray to have the right support to build those skills and reach their full potential. This strategy ties in with national priorities like Curriculum for Excellence, the 2025 National Improvement Framework, and Getting It Right for Every Child, and we’re confident that it will help raise standards, close the literacy gap, and give all learners the best chance to succeed.”
