
Progress made in Moray’s ASN support review
Moray Council has shared an update on the progress being made to improve support for children and young people with Additional Support Needs (ASN) in local schools and early years settings.
To better plan for the future and respond to changing needs, Moray Council has developed a new ASN forecasting tool. It uses current school data, including in-person assessments, to assess both the number of pupils with additional needs and the complexity of their needs. This helps ensure support is shared fairly and resources are directed where they are most needed.
In early years, a working group has developed a better way to allocate funding for young children with additional needs and developmental delay. A new model is being tested to reflect how quickly needs can change and to ensure support is shared between council and partner nurseries effectively. Final decisions on allocations for Early Learning and Childcare settings will be made by the end of May 2025.
Progress also continues with Moray’s Flexible Learning Resource (FLR) model, which offers placements for pupils needing extra support while remaining enrolled at their main school. Although the full rollout has faced staffing challenges, visiting teams will provide support in East and West Moray.
The Moray Adapted Curriculum (MAC) continues to help pupils who cannot attend mainstream school full-time. Currently, 14 children and young people are receiving personalised support focused on wellbeing, life skills, and learning.

This update shows real progress but also reminds us that we need to keep planning ahead so our services remain fair, flexible and fit for the future.”
