Revised berthing policy to improve Moray’s harbour management

Moray Council’s Economic Development and Infrastructure Services Committee has approved a revised Berthing Policy for its leisure harbours, aiming to enhance harbour operations and improve clarity for berth holders.

The updated policy, which applies to Cullen, Findochty, Hopeman, Portknockie, and specific users at Buckie and Burghead harbours, introduces key changes around berth applications, fee payments, and insurance obligations.

Last reviewed in 2021, the Berthing Policy has been revised following feedback from Harbour User Groups and a review of current practices. The updated policy now provides clearer guidance on:

  • Timely submission of applications: failure to submit renewal applications by the deadline will result in loss of the berth, which will then be offered to someone on the waiting list.
  • Non-payment of dues: vessels with unpaid dues for over eight months, without a repayment plan in place, will forfeit their berths and must be removed from the harbour.
  • Insurance requirements: berth holders must maintain valid insurance throughout the year, not just at the time of renewal.
  • Improved harbour operations: clarification of responsibilities and improved enforcement powers for harbourmasters aim to streamline berthing processes and reduce administrative delays.

Chair of Moray Council’s Economic Development and Infrastructure Services Committee, Cllr Marc Macrae, said: “These changes are about fairness, safety, and operational efficiency. They ensure that berth spaces are managed in a way that supports all users of our leisure harbours and allows for better planning and use of resources.”

The revised policy takes immediate effect and will be issued to all current berth holders.
