Smarter Working project delivers major benefits for Moray Council services
Moray Council’s Smarter Working project has delivered significant financial, operational and community benefits, transforming how the Council uses its buildings and delivers services.
The multi-phase programme, now formally complete, has successfully reduced the size of the Council’s office estate, improved service environments and embedded more flexible ways of working – all while generating ongoing savings and new income opportunities.
The Council saw savings of around £20,000 in 2024/25, with recurring annual savings forecast at approximately £115,000, as a result of more efficient use of office space and reduced operating costs.
Co-location arrangements with partner organisations are expected to generate further income once fully implemented, while surplus buildings are being marketed for sale.
More than 220 desk spaces have been released and office space is now used far more efficiently, with staff brought together into fewer, higher-quality buildings.
Improved public-facing facilities, particularly for registrar services, have enhanced customer experience and helped drive increased demand for ceremonies.
The development of the Family Time Centre at Rose Cottage has also had a significant social impact, providing a safer, more supportive environment for children and families, with feedback highlighting improvements in dignity and wellbeing.
The programme has reduced costs further by making better use of existing resources, including reusing and recycling assets from nine cleared sites.
Estate rationalisation and new ways of working are also estimated to reduce the Council’s carbon emissions by more than 10,000 tonnes each year.

The project has also helped embed hybrid and digital working practices, supporting a more modern, flexible workforce while ensuring services remain accessible and efficient.
“It’s clear that this programme is delivering real, tangible benefits including substantial recurring financial savings; new income streams; improved working environments and better services for our communities.
